The Los Angeles County Employees Retirement Association (LACERA) is seeking an Information Technology Specialist II — Mainframe Architect and Administrator (Mainframe Architect) to oversee and manage all aspects of LACERA’s mainframe system. This role offers an exciting opportunity to contribute to the operating systems infrastructure of critical government systems and services. The Mainframe Architect will provide both programming and systems administration support, and may lead a team of four in the near future. The ideal candidate is an organized technical expert who knows how to find creative solutions when problems arise. They will continually monitor the mainframe’s performance and vulnerability, working closely with vendors to improve the performance of the organization’s applications. The successful candidate will be an expert in operating systems and a knowledgeable administrator of both on-premises and hosted mainframe technology. Experience migrating on-premises systems to hosted solutions is preferred for this role. Prior background in an organization that adheres to governmental compliance is ideal, with public sector experience preferred. This role requires knowledge of common mainframe operating systems, common programming languages, and systems for maintaining mainframe security.

The Mainframe Architect should be comfortable working cross-departmentally to research and address areas for advancement. THE JOB / THE IDEAL CANDIDATE
The Mainframe Architect will report to the IT Manager II - Business Solutions and work collaboratively with 10 staff members to ensure the proper configuration and functionality of the mainframe. They will perform both programming and systems administration duties, and balance day-to-day mainframe maintenance duties with long-term strategic planning. This role is part of the Architecture Team and will be a critical member of the Architecture Review Board, a problem-solving body that reviews architectural issues, examines areas for process improvement, and creates high-level plans to carry out upgrades and implement new policies and procedures. The Mainframe Architect will be an essential part of LACERA’s technological infrastructure – building and maintaining the technology that serves thousands of members!

DESIRED EDUCATION:
  • Degree(s): A bachelor’s or master’s degree from an accredited college or university with major study in information technology, computer science, cyber security administration, or a related field.

DESIRED CERTIFICATIONS:
  • Information Technology Certifications: CompTIA, ITIL
  • Information Security Certifications: CompTIA Security+, CISSP, CISM, Certified Ethical Hacker (CEH)
  • Cloud Certifications: AWS, Azure, GCP

DESIRED PROGRAMS AND KNOWLEDGE:
  • Mainframe Tools and Utilities: JCL, TSO, ISPF, REXX
  • Mainframe Networks: TCP/IP, SNA, VTAM

EMPLOYMENT STANDARDS

SELECTION REQUIREMENTS
  • SPECIALITY EXPERIENCE:
    Two (2) years of experience, within the last three (3) years, at the level of Information Technology Specialist I, LACERA*, or Data Systems Supervisor II, LACERA**, in a large information technology organization providing technical leadership for complex operating systems and associated software and hardware on high-end mainframe computers hosting critical applications in a high-availability environment.  These environments use formal change management and problem resolution procedures and include comprehensive backup and recovery solutions.
    *Experience at the level of Information Technology Specialist I, LACERA includes acting as a consultant, technical expert, systems architect, or project manager in a specialized area of applications development, database administration, operating systems, cybersecurity, information system analysis, or network systems for a centralized IT organization.  This is principal level technical expert.
    *Experience at the level of Data Systems Supervisor II, LACERA, includes supervising through subordinate supervisors a large staff engaged in the analysis, design, and implementation of manual and electronic information and work processing systems, or coordinates the systems program of a centralized IT organization.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.


SALARY AND BENEFITS
An annual salary of $158,156- $207,444 DOE/DOQ, plus a generous benefits package.

Candidates will have the opportunity for a hybrid work schedule, with a requirement to be onsite 25% of time.
